Introduction

Welcome to Rochester ZAPPED! We're here to provide in-depth analysis of the newly proposed zoning code, also known as the Zoning Alignment Project (ZAP). We will be extensively referencing the draft code, which can be found here. When possible, we will try to tie analyses back to the Rochester 2034 plan, which is ostensibly what the zoning is being aligned with. It can be found here. 

From the extremely progressive and forward thinking 2034 plan, we were expecting an equally progressive zoning code. As you might surmise from the name of the site, though, we believe what has been ZAPPED is urbanism in Rochester. As a city, we can do so much better than the status quo of the last 20 years.

Public comments on the ZAP will be accepted through January 31st, 2024, and we will be trying our hardest to publish all of our analyses well before then to assist in providing comments.
