10/31/23 - Scary Losses
Since the ZAP code is almost a complete rewrite, there are some good things in the current code that have gone missing. Obviously I think most of these things should probably still be in the code, I'm tributing them after all, but your mileage may vary.
As a point of order, this is the penultimate post for Rochester Zapped. The final one will cover the good things in the new code. I promise it will be a little longer than this post.
Combined lot coverage - having a single number for allowed lot coverage was just the best.
Narrow townhouses!
No lot coverage requirements for multifamily in HDR.
Of-right mixed use development - Sure multifamily development hasn't been of-right since before the current code, but mixed use development used to offer a loophole.
The Grove Place District - it had some really fantastic form-based code that just needed a few minor tweeks to function in 2023. Goodbye, friend. (The Cascade district code won't be missed, it had some abysmal, unmeetable form-based code).
Guesthouses/servants quarters - sure you can build an ADU now, sort of, but in doing so, we lost our servants quarters in LDR.
Tennis courts - Private courts don't seem to be legal anymore. They're certainly not in the new zoning. Nor are pickleball courts. It's enough to get a guy to move to Fairport!
Fallout shelters - They also don't appear to be an acknowledged use anymore. What's a prepper to do in these hard times?
